Talk to Pelias. Once you're done, go to the pigeon tower nearby, which is marked as your objective. Examine the Disturbance. Search for a cart containing hay. Inside the cart, you'll find a dead body. Pick up the corpse. Bring the corpse back to the person who gave you the quest. Go to Dymnos and engage in a one-on-one duel with him. It's just him, and he's not too hard to defeat.
